The water and sewer district lowers the monthly bill for qualifying senior and disabled residential customers, and pays a rebate toward replacing a toilet with a water-saving model.

The district's own service page says its retail boundary runs about 39 square miles from Puget Sound east past State Route 527 and from the county line north to just south of Paine Field, taking in parts of Lynnwood, Brier and Mill Creek, Bothell north of the county line, Mukilteo south of Paine Field, and unincorporated Snohomish County.

The toilet rebate is first come, first served until the year's money runs out; the bill discounts are applied to the account rather than paid out.
